personal loan poor credit no morgage

Just looked on pg and for all 3 under remarks it says "checked" and under payment it says "checked".
So I found out that these are special military accounts that DO charge off when they become 60 days delinquent.
Fort Knox National Bank is on my CR - says I had a $1000 limit, high balance $1000 and that the credit grantor canceled the account but I'm payign as agreed. Unless I fell asleep and opened this account, and ran up a $1000 bill, and paid it off while sleep walking I have no idea where this came from. Anyone know anything about these people? I also have an inquiry from Encore and it says its for collection services though I have never had anything from this company....
(Personal loan poor credit no morgage) What should my next step be with this OC? I know this wouldn't be sufficient for a CA, but what about an OC?
Just curious cause I have an account listed with EQ where the DOLA is 11/1996 which should have come off last year and is still hanging around.
